New Strategy Center and The Romanian Naval Forces have organized the launch of the last book by well-known American analyst Harlan Ullman, in Constanta, at the “Mircea cel Bătrân” Naval Academy, in the presence of the author.

The book „The Fifth Horseman and the New MAD” was presented by Dr. Harlan Ullman to Academy students, the event being held during the opening of the new academic year.

The speakers of the event were Rear Admiral (LH) Ion-Cristian Lișman, Chief of the Maritime Operational Command and deputy Chief of the Romanian Naval Forces, Rear Admiral (UH) Mihai Panait, Chief of the Romanian Naval Forces, CAPT (N) Toma Alecu, Commander of the Naval Academy ”Mircea cel Bătrân” and Izel Selim, Program Manager at New Strategy Center. Dr. Harlan Ullman had a dynamic dialog with students about global security challenges but also about the threats Romania and NATO face in the wider Black Sea region.

„The Fifth Horseman and the New MAD” is a volume that is emerging in a challenging and highly uncertain international context, and the focus of the book is to examine the disruptive factors for the global order.

The Romanian edition of  is published at the Military Publishing House and it is the first translation of Dr. Harlan Ullman, published in Romania at the New Strategy Center initiative, as part of our efforts to contribute to increasing the national security culture and to better understanding the challenges we face in the difficult context of the pandemic.
